This was happening in my house and after some checking around i found the solution.
Turn all the upstairs radiators off, then leave heating running and hey presto after about 10 minutes all the downstairs radiators were hot. Then go back upstairs and switch the rads back on and you should be fine.
Bear in mind that you should also check to see if there is air in the rads and bleed them first.
